The city’s slum dwellers cannot ever forget the invaluable support and help lent by the Congress Party and its leader, Mr. Suresh Kalmadi. Pune has more than 564 slums, housing 42% of the population. Suresh Kalmadi through the Congress Party has been striving to increase the standard of life of these slum dwellers. His efforts are multifaceted.
1. Rehabilitation : Under the JNNURM scheme, a grant of Rs.350 crore for rehabilitation of slum from environmentally sensitive zones like hill tops and slopes, river and river bed etc. Smt Shailaja Kumari, the Union Minister of Poverty Eradication and Housing Development, in the presence of Kalmadi, laid the foundation stone of 6000 dwelling units for poor at Hadapsar on December 05, 2006. This mega project aims at providing housing for 40,000 slum dwellers by construction of 16000 houses. The details are as follows:

2. A Slum Rehabilitation Authority (SRA)was set up with an aim of providing ownership houses for the slum. Kalmadi stressed that these urban poor should get free houses of 350 sq ft each instead of 250 sq ft. Rehabilitation in the same area with 70% slum dwellers consent for the scheme. On 26th November 2006 he had a meet with thousands of slum dwellers in presence of Maharashtra Chief Minister, Shri Vilasrao Deshmukh at the Congress House in the city. Under Kalmadi’s leadership, Pune City Congress engaged in an 18 month long battle for proper rehabilitation of slum dwellers. The demands were rehabilitation in the same area, consent of 70% of slum dwellers and free houses of 350 sq ft. The SRA on March 26, 2007 came out with an unfair regulation of providing houses of only 250 sq for the slum dwellers. Following this, on March 29th, a group of Congress Corporators from the PMC, under the able guidance of Suresh Kalmadi, met Chief Minister, Shri Vilasrao Deshmukh, a stay was brought on the regulations. On June 1, 2007 a long march of about 35,000 slum dwellers led by Mr. Suresh Kalmadi was organized from the Congress Bhavan to the Collector’s office. This march in the pouring rain represented the slum dwellers cause and their strength he said. He also reiterated the determination to take a longer march to Mumbai if need be, however, his efforts bore fruit as the Chief Minister agreed to all demands for rehabilitation of slum dwellers.
3. Legalization : Kalmadi feels that slums on reserved zones like railway, forest and defence lands should also be brought under the aegis of SRA, and is trying his bit for this to happen. Thanks to our visionary leader! Because of his relentless efforts, the State Assembly has agreed to regularize the slums upto year 2000. This is a major development. Kalmadi has time and again proved that Congress Party has always stood for the cause of the Slum Dwellers.In 1992, as a leader of PMC, he bestowed Mayorship of the city to Congress Corporator from slums Mrs. Rajani Tribhuvan. This was applauded by all.

5. Education : PMC operates about 300 schools for about 1,15,000 city slum children. Kalmadi stressed on a budget of more than Rs.100 crores for these schools. He introduced computer education in PMC Schools for students coming slums. He started English medium schools for the poor. Congress MLA, Mr. Ramesh Bagve started a unique mobile computer van for slum children and youth. This was inaugurated by Congress Party President, Smt. Sonia Gandhi. Kalmadi commended this effort prior to this under the Congress Leadership, about 10,000 house were constructed for slum dwellers under the Walmiki and Ambedkar schemes at a cost of Rs.15 cores. This untiring leader was ever helpful with his able guidance during these projects too.
6. Facilities : He has always aimed for providing maximum facilities for slum dwellers. He laid a stress on water connections, electricity, public toilets, tiling and drainages for the slums.
7. About 5000
Mahila Bachat Groups (self help groups) with 70,000 members have also been instituted under his vision. He constantly presses the need to increase the number of these groups.
